Publishing procedure
§ 1. The process of reviewing and qualifying for publication by the Mieroszewski Centre of scientific monographs and volumes as well as academic research has been regulated by the procedure of academic review, which has been made public on the website of the Mieroszewski Centre in the bookmark ‘Publishing house’.
§ 2. In the case of a positive decision of the Mieroszewski Centre to publish a work, a publishing contract is signed with the author of the academic monograph or with each author of a research volume. The contract specifies the amount of the author's fee, the number of free copies of the book intended for the author and the date of publication of the work.
§ 3. Works ordered by the Mieroszewski Centre are subject to the same qualification procedure for publication as texts submitted by authors.
§ 4. An agreement is concluded with the academic editor of the volume of studies. The academic editor undertakes to provide the Mieroszewski Centre with articles verified in terms of their content and standardized (based on criteria agreed upon with the Mieroszewski Centre) in terms of terminology used, spelling of names, footnotes, bibliography, etc.
§ 5. The costs of translation, linguistic editing, technical editing, proofreading, typesetting, cover design and printing of the publication will be covered by the Mieroszewski Centre, unless differently agreement is arranged in a specific case.
§ 6. Linguistically edited texts are each time forwarded to the authors, who have the right to comment on the editorial changes within the deadline agreed upon in the contract.
§ 7. For the inclusion of illustrations and other copyrighted elements in the publication, it is necessary for the author to provide written permission from the persons who hold the copyright, with the exception of illustrations and other copyrighted elements for which the copyright has expired.
§ 8. The author undertakes to provide illustrations in a quality that allows them to be published in print and to sign them. Graphs and tables should be provided in editable files.
§ 9. Quotations in the main text from literature written in alphabets other than Latin are provided in a transcription adequate to the language in which the publication is submitted to the Mieroszewski Centre.
§ 10. The first names of persons mentioned for the first time should be given in full, for subsequent mentions the surname alone should be used (in order to distinguish several persons with the same surname the initial of the first name should be given). Patronymic names are not used either in the main text or in footnotes.
§ 11. In bibliographic footnotes the following should be given: the initial of the first name(s) of the author(s), the full title of the publication in italics, place and year of publication, page number(s). If the article is part of a collective work, use the notation [in:], give the initial and surname of the editor, the title of the book in italics, followed by the place and year of publication, page number(s). If the paper is an article in a journal, use the initial and surname of the author(s), the title of the article in italics, the title of the journal in simple inverted commas, followed by the year (without comma), volume, journal number, page number(s). In the case of references to archival sources, the name of the document, the name of the archive and the exact archival reference are given. Names that originate from authors and are not an integral part of the document are given in Polish. Titles and surnames of the authors of publications as well as names and references of documents created in Slavonic Cyrillic alphabets are given in the original (in Cyrillic). We use standard Latin abbreviations: ibidem, idem, eadem, op. cit. etc.

Principles of publishing ethics
§ 1. The Mieroszewski Centre, while publishing academic monographs and volumes of scientific studies, applies principles of publication ethics aimed at counteracting unfair publication practices, in particular in accordance with the guidelines of the Committee on Publication Ethics (COPE).
§ 2. Whenever these rules refer to:
1) academic article - means an academic article within the meaning of § 9 of the Regulation of the Minister of Science and Higher Education of 22 February 2019 on the evaluation of the quality of academic activity (Journal of Laws, item 392);
2) academic monograph - means an academic monograph within the meaning of § 10 of the Regulation of the Minister of Science and Higher Education of 22 February 2019 on the evaluation of the quality of scientific activity ;
3) volume of academic studies - means a scientific publication that is a collection of academic articles, coherent in terms of subject matter, including materials from an international scientific conference.
§ 3. 1. The Mieroszewski Centre publishes academic monographs, monographs edited by scholars and volumes of scholarly studies thematically connected with the goals of Mieroszewski Centre's activity and the scope of its tasks, as defined in the act of 25 March 2011. on the Mieroszewski Centre (Journal of Laws of 2019, item 640), making a significant contribution to the development of world science, particularly in such scientific disciplines as history, political and administrative sciences, economics and finance, sociological sciences and legal sciences.
2. The Mieroszewski Centre in particular publishes academic monographs, editions of sources and volumes of academic studies concerning the history of Polish-Russian, Polish-Ukrainian and Polish-Belarusian relations, the history of Poland, Russia, Ukraine and Belarus and the problems of international law as well as collective memory .
§ 4. 1. The Mieroszewski Centre publishes original and previously unpublished academic monographs, monographs edited by scholars or academic articles in volumes of academic studies, including translations into Polish of works of importance to science or culture that are not available in Polish.
2. In exceptional cases, justified by the concept and coherence of a given work, the Mieroszewski Centre may decide to publish a scientific monograph, a monograph edited by a research editor or a scientific article in volumes of academic studies, previously published in another publishing house, if the publication of this monograph or this article took place in a publishing house not widely available. In such cases, an appropriate annotation will be made in the scientific monograph, edited monograph or scientific article or in the volumes of academic studies published by the Mieroszewski Centre.
§ 5. The author(s) shall, before publishing a scientific monograph, a monograph edited by a scientific editor or a scientific article in volumes of academic studies:
1) certify the originality of the scientific monograph, edited scientific monograph or scientific article and the actual contribution of the author(s) to the monograph or article;
2) declare that all persons who have significantly contributed to the scientific monograph, edited scientific monograph or scientific article have been disclosed as co-authors or co-editors and that none of the disclosed authors or co-editors have been added for courtesy reasons;
3) in justified cases, they shall also submit information on the funding of the research that was the basis for writing the scientific monograph, edited monograph or scientific article submitted for publication by the Mieroszewski Centre.
§ 6. 1. A scientific monograph or a volume of academic studies, and in exceptional cases, a scientific article, submitted for publication by the Mieroszewski Centre, is sent for scientific review.
2. the rules and procedure of scientific review for all scientific monographs or edited monographs, volumes of academic studies, and in exceptional cases, scientific articles, submitted for publication by the Mieroszewski Centre, is determined by the procedure of scientific review.
3. The procedure for scientific review is made public
Editorial review procedure
§ 1. This procedure defines the procedure and rules of scientific reviewing for all academic monographs or edited monographs, volumes of academic studies, and in exceptional cases, academic articles, submitted for publication by the Mieroszewski Centre.
§ 2. Whenever this procedure refers to:
1) academic article - means an academic article within the meaning of § 9 of the Regulation of the Minister of Science and Higher Education of 22 February 2019 on the evaluation of the quality of scientific activity (Journal of Laws, item 392);
2) academic monograph - means an academic monograph within the meaning of § 10 of the Regulation of the Minister of Science and Higher Education of 22 February 2019 on the evaluation of the quality of scientific activity;
3) volume of academic studies - means a scientific publication that is a collection of academic articles, coherent in terms of subject matter, including materials from an international scientific conference.
§ 3. The scientific review procedure consists of two stages:
1) stage one, in which an internal review of academic monographs, edited monographs, a volume of academic studies and, in exceptional cases, academic articles submitted for publication is carried out;
2) stage two, in which an external review of academic monographs, edited monographs, volumes of academic studies and, in exceptional cases, academic articles submitted for publication is carried out.
§ 4. 1. The internal review is carried out by the Editorial Board, consisting of:
1) Director of the Mieroszewski Centre or an employee of the Mieroszewski Centre authorised by him, whose duties include directing the scientific research conducted at the Mieroszewski Centre;
2) an employee of the Mieroszewski Centre, whose duties include directing the publishing activities carried out by the Mieroszewski Centre;
3) other members, including scientific employees of the Mieroszewski Centre, with experience in conducting scientific research in the field of humanities or social sciences, as referred to in the regulations issued pursuant to Article 5 (3) of the Act of 20 July 2018. - Law on Higher Education and Science (Journal of Laws item 1668, as amended).
2. The members of the Editorial Board referred to in paragraph 1, point 3 shall be appointed and dismissed by the Director of the Mieroszewski Centre.
§ 5. During the internal review it is verified whether the academic monograph, edited monograph, volume of academic studies, and in exceptional cases, the academic article:
1) is thematically related to the objectives and scope of activity of the Centre for Polish-Russian Dialogue and Understanding, as referred to in the Act of 25 March 2011 on the Juliusz Mieroszewski Centre for Dialogue (Journal of Laws of 2019, item 640);
2) is of a scientific nature, including meeting the prerequisites for recognition as an academic monograph, a volume of academic studies or an academic article, respectively;
3) contains innovative and novel research methods that make a significant contribution to the development of world science;
4) satisfies the condition of correct preparation in terms of methodology and workshop (thematic consistency, clarity and coherence of theses and conclusions, validity of research methods, correctness of the scientific apparatus);
5) satisfies the condition of originality and does not raise doubts as to the level.
§ 6. 1. The internal review concludes with a resolution of the Editorial Board:
1) on admitting an academic monograph, an edited monograph, a volume of academic studies or an academic article for publication (positive internal review); or
2) specifying the conditions that must be met before an academic monograph, edited monograph, volume of academic studies or an academic article can be accepted for publication (positive internal review with reservations); or
3) to reject an academic monograph, edited monograph, volume of academic studies or academic article (negative internal review).
2. An internal positive review is the basis for submitting an academic monograph, an edited monograph, a volume of academic studies or an academic article for external review and inclusion of this monograph, this volume of studies or this article in the publishing plan of the Mieroszewski Centre.
The author or authors of an academic monograph, edited monograph, volume of academic studies or an academic article are notified of the outcome of the scientific review.
§ 7. 1. An external scientific review of an academic monograph, an edited monograph, a volume of academic studies, and, in exceptional cases, an academic article shall be performed by at least two persons appointed from among specialists in the humanities or social sciences referred to in the regulations issued pursuant to Article 5(3) of the Act of 20 July 2018. - Law on Higher Education and Science, holding at least a doctoral degree (external reviewer).
2. The external reviewer may not be an employee of the Mieroszewski Centre.
3. External reviewers shall be appointed by the Director of the Mieroszewski Centre after consultation with an employee of the Mieroszewski Centrea whose duties include directing the scientific research conducted at the Mieroszewski Centre.
§ 8. During the external review it is verified whether the academic monograph, edited monograph, volume of academic studies, and in exceptional cases, the academic article:
1) is scientific in nature, including meeting the prerequisites for recognition as an academic monograph, a volume of academic studies or an academic article, respectively;
2) contains innovative and novel research methods that make a significant contribution to the development of world science;
3) satisfies the condition of correct preparation in terms of methodology and workshop (thematic consistency, clarity and coherence of theses and conclusions, validity of research methods, correctness of the scientific apparatus);
4) satisfies the condition of originality and does not raise doubts about the level.
§ 9. Before proceeding to the evaluation of an academic monograph, edited monograph, volume of academic studies, and in exceptional cases, an academic article, the external reviewer shall submit a declaration of no conflict of interest with the author(s) of the academic monograph, edited monograph, volume of academic studies, or academic article, according to the model established by the Director of the Mieroszewski Centre.
§ 10. an external review is drawn up on an external scientific review form, according to a model established by the Director of the Mieroszewski Centre.
§ 11. 1. The external review concludes with the issuance of:
1) a conclusion on the admission of an academic monograph, edited monograph, volume of academic studies or academic article for publication (positive external review); or.
2) a recommendation specifying the conditions to be fulfilled before an academic monograph, edited monograph, volume of academic studies or an academic article can be approved for publication (external review positive with reservations); or
3) a request for rejection of a scientific monograph, an academic edited monograph, a volume of academic studies or an academic article (external review negative).
2. The author(s) of a scientific monograph or an academic monograph, a volume of academic studies or an academic article shall be notified of the outcome of the external review.
§ 12. 1. positive external review is a basis for approval of scientific monograph or monograph under scientific editorial, volume of academic studies or academic article for publication.
2. The Director of the Mieroszewski Centre performs the approval referred to in paragraph 1 if the scientific monograph, academic monograph, volume of academic studies or academic article has received at least two external positive reviews.
3. The author or authors of a scientific monograph, a monograph edited by a scientific editor, a volume of academic studies or a scientific article shall be notified of:
1) approval of that academic monograph, that volume of academic studies or that academic article for publication;
2) further actions related to the publication of this monograph, this volume of academic studies or this academic article.
4. The Director of the Mieroszewski Centre may authorize to perform the activities referred to in paragraph (1) an employee of the Mieroszewski Centre whose duties include managing scientific research conducted at the Mieroszewski Centre.
§ 13. 1. In the event that an academic monograph, edited monograph, volume of academic studies or academic article does not receive at least two external positive reviews and the content of the external reviews is contradictory, a super-reviewer can be appointed.
2. The provisions of § 7-12 shall apply mutatis mutandis to the super-reviewer and the actions taken by the super-reviewer in the course of conducting an external review of an academic monograph, an edited academic monograph, a volume of academic studies or an academic article.
3. If an external review is positive in the case referred to in paragraph (1), it shall be the basis for approving a scientific monograph, a monograph edited by a scientific editor, a volume of academic studies or a scientific article for publication.
4. If, in the case referred to in paragraph (1), an external positive review with reservations or an external negative review has been given, or a super-reviewer has not been appointed, the Director of the Mieroszewski Centre may approve the academic monograph, edited monograph, volume of academic studies or academic article for publication after consultation with the Editorial Board. The provisions of § 12, para. 4 shall apply.
§ 14. In the event that an academic monograph, a monograph edited by an academic editor, a volume of academic studies or an academic article receives at least one external negative review, resubmission of that monograph, that volume of academic studies or that article is permissible provided that the recommendations formulated in the reviews are taken into account.
§ 15. In matters not regulated in this procedure, for reviewing an academic monograph, an edited monograph, a volume of academic studies or an academic article submitted for publication by the Mieroszewski Centre, the following shall apply:
1) the recommendations contained in the document ‘Good practices in review procedures in science’, issued by the Ministry of Science and Higher Education in 2011;
2) the guidelines of the Committee on Publication Ethics (COPE).
