The competition is aimed at, among others, public, academic and educational institutions, NGOs and local governments. Private individuals can also apply for funding.
The application and the documents constituting the attachments to the application, referred to in § 10, paragraph 3, points 1-5 of the Rules and Regulations of the 1st Open Call, shall be drawn up by means of an active form, available here. The application and the necessary annexes should be completed in Polish.
The application shall be submitted on paper or in the form of an electronic document via electronic means of communication. The electronic document referred to in paragraph 1 should bear a qualified electronic signature, a trusted signature or a personal signature. An application submitted in the form of an electronic document shall be sent to the electronic mail address: kontakt@mieroszewski.pl, with the reference "I Open Competition" in the title of the correspondence. An applicant may submit only one application.
On the other hand, a paper application, signed by an authorised person or persons authorised to make declarations of intent on behalf of the applicant, should be sent to the following address: Juliusz Mieroszewski Centre for Dialogue, 14/16A Jasna St., 00-041 Warsaw. A copy of the application (a scanned version of the application delivered by post together with the required signatures and stamps) together with the attachments shall be sent in parallel in an electronic form in a single file in .pdf format to the following e-mail address: szniak@mieroszewski.pl, indicating "I Open Competition" in the subject line of the correspondence. It is recommended to limit the file size to 1.5 MB.
Due to the lack of the relevant implementing acts of the Centre Act, the competition could not be announced earlier, and its first edition has an unusual character due to the short deadline for the submission of applications and the short time of project implementation. The competition therefore invites primarily those entities that already have ready projects and are looking for the missing funds for their implementation. Applications can be submitted until 20 October 2023 (the deadline is determined by the date of receipt of the application at the Centre). The completion of the project must take place no later than 30 November 2023 and the submission of the report no later than 15 December 2023.
The next edition of the competition for projects to be implemented in 2024 will be announced soon.
Termin rozpoczęcia realizacji przedsięwzięcia zależy od wnioskodawcy, natomiast zakończenie realizacji przedsięwzięcia musi nastąpić nie później niż do 31 października 2024 r., a złożenie sprawozdania – nie później niż do 30 listopada 2024 r.
Following the call, applications are formally assessed. Those which meet the required criteria (§ 19 of the Rules of Procedure of the 1st Open Call for proposals) are directed to be assessed by a five-member Competition Commission appointed by the Centre's Director. At the Commission's meeting, each member of the Commission presents his or her opinion on each application, after which, by way of discussion, the Commission adopts resolutions proposing the granting of a grant and its amount, or the refusal to grant a grant. After reviewing the assessment of the application by the Competition Commission, the Director of the Centre either grants funding in the amount proposed by the Commission or refuses to grant the project.
The Centre's funding may not exceed 80% of the project budget. The applicant's own contribution of at least 20% of the budget is therefore necessary. The applicant's own contribution can be financial, in-kind or personal. It can be, for example, volunteer work - its value should be estimated by multiplying the minimum hourly rate (in the period from 1 July 2023 to 31 December 2023, the minimum hourly rate is PLN 23.50) by the number of hours worked by a volunteer on the implementation of the project. It can also be a contribution in kind: providing a room or equipment necessary for the implementation of the project, etc. Financial resources obtained by the applicant from other sources and payments of the participants in the project are also considered as own contribution. There is no maximum or minimum amount of funding that an applicant can apply for.
The Centre's financial support may be used to cover the costs of travel, accommodation and meals for the participants of the event, as well as their fees, if provided for in the budget - in accordance with the Rules of the 1st Open Call for proposals, these are classified as substantive costs. The remuneration of the coordinator and other persons involved in the operation of the project, administrative costs, promotion costs, etc. may also be financed. It is not allowed to reimburse costs incurred before the day of concluding the project co-financing agreement or after the completion of the project.
The deadline for the transfer of funds from the Centre's grant is set out in the grant agreement for the project.
Undertaking study, tourist trips, commercial projects, participation in language courses, etc. will not be considered as compatible with the objectives of the competition.
